New York City Housing and Vacancy Survey Project Information
The New York City Housing and Vacancy Survey (NYCHVS) has been conducted by the City of New York since 1965 and is the longest running housing survey in the country. The survey is mandated by New York State and New York City laws to measure the net rental vacancy rate and describe the supply, condition, and continued need for rent control and rent stabilization which covers half of the city’s rental housing or about 1 million apartments and 2.5 million tenants. The 2026 NYCHVS will be the 20th survey cycle.
The NYCHVS is a citywide survey that represents New York City’s entire housing stock and population that is fielded about every three years. In 2026 the University of Michigan in conjunction with NYC Housing Preservation and Development (HPD) will conduct this next wave of data collection.
The mission of the HPD is to promote quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods. They do this by maintaining building and resident safety and health, creating opportunities for New Yorkers through housing affordability, and engaging New Yorkers to build and sustain neighborhood strength and diversity, because every New Yorker deserves to live in a safe and affordable home.
We expect to conduct in-person interviews with 10,650 housing units that are both occupied and vacant. Interviews will be formally conducted in seven different languages (English, Spanish, Russian, Haitian Creole, Bengali, and Simplified and Traditional Chinese).
